200-point roster logic (summary)
- A 200-point roster is used through two 100-point cycles for Group-I/II/III earmarking.
- Cycle-1 includes specific roster points for each group (for example Group-I at point 2).
- Cycle-2 includes adjusted earmarking so Group-II and Group-III percentage targets are met as prescribed.
- Departments/units must maintain post-wise separate registers for these cycles where applicable.
Women reservation and non-availability rules
- Women reservation (33 1/3%) in public services is applied horizontally within each SC group.
- If eligible candidates are unavailable in first recruitment/notification, vacancy is carried forward as per sequence rules.
- If still unfilled in second recruitment, vacancy may move to next SC group in third recruitment as specified.
- Backlog vacancies continue under existing AP State and Subordinate Service Rules with roster observation.
Applicability in educational institutions
Rules are applicable to educational institutions under State Government control wherever reservation rules apply. If eligible candidates are not available in one SC group for admission seats, filling can move to the next SC group as per rule provisions.
